Citroën's 2CV EV Revival—Evaluating Affordability Data in Electric Vehicle Strategy

Citroen has confirmed the return of the 2CV after a 36-year hiatus, with teasers released ahead of a concept debut at the Paris Motor Show on October 11. The revival follows years of speculation the company had repeatedly denied, ending any doubt about its strategy. A production version is targeted for 2028.

The teasers reveal deliberate continuity with the original: the grooved hood, semi-circular LED headlights protruding from bulbous fenders, retro door handles, and C-pillar-mounted indicators. An earlier teaser showed a silhouette closely matching the predecessor, plus an illuminated double-chevron emblem. Design Director Pierre Leclercq has amplified the campaign on his own channels, indicating the company views heritage recall as a core commercial asset.

The new 2CV will be a fully electric city car, smaller than the C3 subcompact and positioned as an effective successor to the discontinued C1 and C2. Citroen has disclosed no technical specifications beyond the powertrain confirmation. The model is expected to use a bespoke platform developed under forthcoming EU regulations for affordable EVs — underpinnings reportedly to be shared with a Fiat, extending the brand-sharing pattern already seen in the Citroen Ami/Fiat Topolino and C3/Grande Panda pairings. Platform sharing is a rational cost-control lever in a segment where margins are structurally thin.

Pricing is the decisive variable. CEO Xavier Chardon has stated the production model will start under €15,000 (~$17,000) before incentives, making it Citroen’s cheapest true car given that the Ami is classified as a heavy quadricycle. That price would undercut A-segment competitors such as the Renault Twingo, Dacia Spring, BYD Dolphin Surf, and the upcoming VW ID. Up, while offering superior safety and refinement relative to quadricycles. The competitive positioning is coherent: capture buyers priced out of conventional EVs without sacrificing regulatory compliance.

The strategy carries execution risk. Sub-€15k EV economics demand aggressive battery cost reduction and high production volumes, and Stellantis’s track record with budget platforms suggests the twins may diverge in perceived quality. For investors, the relevant metrics will be confirmed specifications, battery sourcing, and whether the shared-platform approach translates into acceptable per-unit margins.

The original 2CV, launched at the 1948 Paris Motor Show, was engineered for a precise functional brief: carrying farmers and cargo across rough terrain at 60 km/h without damage. Its 42-year run produced 5.1 million units with minimal design change — a case study in the value of consistent, purpose-driven product strategy. Whether the modern successor can replicate that durability depends less on nostalgia than on delivering genuine affordability in a segment where price sensitivity is absolute.

Citroen will also display a second, undisclosed concept, the C3 Aircross Marine Nationale Concept, the new Outdoor and Collection lineups, the C5 Aircross Emeraude edition, and its GEN4 Formula E racer at the show.
